The paper provides a rationale fortourismdevelopmentto the Chernobyl exclusion zone as anew direction of the international tourism service market.It defines the main principles of planning and development of thebrand of “Chornobyl radiation and ecological biosphere reserve” (Chernobyl exclusion zone) and providesproposals for itspromotion astheworldfamous tourist brand of Ukraineon the international tourism service market through popularisation of the safe tours to Chernobyl exclusion zone.This article examines the important role of the state in the optimization and arrangementof the market participants activity in this region and tourist offers.The study has confirmedthe safety of the proposed tours with the assistance of specialists of the State Agency of Ukraine on the Exclusion Zone Management, the Chornobyl radiation and ecological biosphere reserve, and State specialised enterprise "Ecocentre". This paper proposes a number ofpractical measures in the context of the formation of the renewed Strategy of the Chernobyl exclusion zone development for optimization of the international tourism service marketthat will ensure the highest level of the travel market consumer's interest in purchasing tours to this region of Ukraine.Item Costs of the Human Capital and Development of the Social Potential in Accounting System for Central and Eastern Europe(Oxford University Press, 2020) Pshynko, Alexander N.; Golovkova, Lyudmila S.; Kolomiiets, Viktoriia M.; Dobryk, Liliia O.EN: Nowadays, human capital and social potential become the most valuable resource for the harmonious development of the national economy. Expenditure on human capital and social development should occupy a significant part in the state budgets of countries. Therefore, accounting of such expenses is extremely important. The purpose of the study is to reveal the possibility of accounting for expenditures on the human capital and social potential development in the accounting system of the Central and Eastern Europe, provide recommendations for the current accounting system. The research revealed the plurality and ambiguity of the interpretation for the categories «human capital» and «social potential». The regulatory and legislative uncertainty complicates the accounting of the human capital costs and development of the social potential. These categories must be defined by law. As per normative and methodological basis for the accounting of the human capital, it would be better to apply the International Financial Reporting Standards. The absence or misrepresentation of information about available human capital are contrary to IFRS requirements and reduces or exaggerates the value of the organization. It is offered in IFRS, to provide a comprehensive accounting of the cost for the human capital and developing social capacity. The budget of the Central and Eastern European countries includes only the costs of social protection, health, education, recreation, culture, religion. After the budget analysis was conducted, the authors proposed to develop new objects of accounting (human capital, social potential), accounting standards for it. A part of the GDP expenses should be directed to the financing of the human capital expenditures and social potential development.Item Development of Passenger Traffic Service Quality Management System of Railway Enterprises(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпро, 2016) Rudenko, Maryna V.EN: Purpose. At the present stage of development of Ukraine’s economy, passenger traffic service quality management of railway enterprises became one of the main tasks to ensure their efficient operation. In terms of railway reforms and increased competition in the transport market, the discrepancies between the technological level of traffic and the growing needs of society and the quality standards of transport services, the priority is the establishment of quality management system for passenger traffic services in rail transport. This question should be considered in the paper. Methodology. To achieve this goal and ensure a high quality level of passenger traffic services in rail transport, which involves a combination of approaches to the position of consumers (determination of their satisfaction) and railway enterprises (measurement of results and formation processes of service quality), the paper proposed a passenger traffic service quality management system. The proposed methodical approach to formation of the passenger traffic service quality management system in rail transport implements a principally new scheme of interaction of elements during provision of services, where the inter-related resources (human, material, financial, information), means, instruments and processes result in creation of quality transport service. Findings. The efficiency of the passenger traffic service quality management system allows detecting the dynamic of improvement of the services provided by the railway enterprises and building the system which is self-learning on the principles of continuous improvement. The paper grounded new principles of the passenger traffic quality management, which were formed on the basis of general management principles, quality management principles and railway transport management principles. Originality. The work presents the developed passenger traffic service quality management system targeted to meet the expectations of passengers from transport process while taking into account the economic interests of railway enterprises. The basis of this system is conceptual principles, namely, goal, objectives, subject, object, principles, functions and practical recommendations, which generally determine the relationship of the basic elements of the passenger traffic service quality management in rail transport. Practical value. The practical value of the obtained by the author results is that their implementation will enable railway enterprises to forecast the improvement of service quality level, taking into account their specific features and create solutions for control and regulation of processes and passenger traffic service quality effects. The theoretical and methodological provisions may be used in the formation, operation and improvement of the quality management system for passenger traffic services in rail transport.Item The Development of the Tourist Sphere of Ukraine and Zaporizhzha RegionBased on the Cluster Approach(Oles Honchar Dnipro National University, Dnipro, 2019) Golovkova, Liudmyla S.; Yuhnovska, Yuliya O.EN: Abstract. The research is designed to analyze the development of the tourism industry in Ukraine and its regions based on a cluster approach. The following research methods have been used in order to achieve this goal: dialectical method, analysis and synthesis (when forming the algorithm of the development of tourism industry of the region on the basis of a cluster approach), graphic method (to illustrate the results of the study); system-structural and expert analysis (for determining the composition of organizations of the tourism cluster of Zaporizhzhya region). This article explores the current state of the formation and development of the tourism industry of Ukraine and Zaporizhzhia region based on a cluster approach, as well as perspectives, advantages and problem solving by clustering the tourist industry of Ukraine and its separate regions. The analysis of the development of regions of Ukraine requires the use of new modern approaches in shaping and developing the potential of the tourism industry of the country and its regions, which we believe involves the formation of cluster associations of business entities in a certain region of the country. The algorithm of the formation and development of the tourism industry of the region based on a cluster approach is proposed; the structure of a tourism cluster of the region is proposed, which, unlike the others, should include enterprises (organizations, firms) that are geographically close, the tourism infrastructure, local labour markets, and a tourism product, which is a direct geographical and historical component of the region; a targeted model for the formation of a tourism cluster in Zaporizhzhya region is proposed, which, unlike the existing models, will facilitate the development of the existing models and the creation of new types of tourism (industrial tourism, therapeutic and recreational tourism, adaptive tourism and active recreational activities). Using the above suggestions will allow the management at various levels of the governance of the tourism cluster of Ukraine, and Zaporizhzhia region in particular, to take scientifically grounded and organizational decisions on the formation and the development of the tourism industry on the basis of a cluster approach, improve the economic situation (which is characterized by the lack of coordination of actions , which adversely affects the results of activities of the entire tourism industry of the country, obstructs the holding of joint festivals, exhibitions, etc., hampers marketing and scientific investigation, progress being held back by the lack of sufficient funding, the lack of qualified personnel of the given specialty, lack of managerial knowledge and the necessary information resources) through the establishment of interaction and cooperation.Item Economic and Legal Grounds for Investment in Development of Transport Infrastructure(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпро, 2017) Zhelezniak, Viktoriia V.EN: Purpose. In Ukraine, as in many countries of the world, transport is one of the most fundamental sectors of the national economy, important part of the industrial and social spheres. But in the conditions of industry reforming there are problems of investing in development of rail transport. So the work is devoted to the grounds of potentially available sources of investment in infrastructure of railway transport of Ukraine. The work stresses the importance of the problem of attracting foreign investment in the economy, highlights the proposals to solve this problem. Methodology. To solve the problems of this class the work presents the proposed methods of analysis, synthesis and comparison, deduction, induction, logic and abstraction. It becomes necessary to search for and study of new conceptual approaches to organization of investment processes at railway transport enterprises, appropriate management and financial decisions and schemes of railway infrastructure development. Findings. The paper shows ways to optimize investment for modernization and technical re-equipment of the transport complex of Ukraine. It proposes the ways of attracting capital of investors for development of transport infrastructure: 1) compliance with European laws and regulations; 2) reforming of the tax system of Ukraine; 3) combating corruption in the country; 4) implementation of public-private partnership tools into the mechanism of state regulation of investment processes; 5) creating a favorable investment climate for implementation of rail transport infrastructure projects; 6) creating a system of compensation to investors; 7) guarantees of transport infrastructure investment protection. Originality. The work offers the sources of investment for development of railway infrastructure in Ukraine, which should include: state budget funds, use of targeted loans and leasing. The main direction of the state policy concerning infrastructure should be a gradual transition of activity in creation and operation of infrastructure facilities from a spending unit (that is a burden for the state) to efficient business through public-private partnerships. Practical value. Using these results will ensure the confidence of potential investors to invest in the development of transport infrastructure with income security.Item The Hybrid Trains in International Logistics Transportation(Dnipro National University of Railway Transport named after Academician V. Analytical information for the market players concerning to the overall future hybrid train market and the subsegments is considered. The forecast of the volume railway transportation in Ukraine is represented in the paper. The aim of the paper is to examine the role of hybrid trains in logistics transportation segment under escalating importance of international logistics where transport segment is influenced in largely degree of political, economic, social, technological, environmental and legal changes. The paper is targeted the stakeholders to provide with information on key market drivers, restraints, challenges, and opportunities.Item Innovation Infrastructure of Ukraine: Assessment of the Effectiveness of the Action and Ways of Improvement(Baltic International Centre for Economic Policy Studies, 2018) Kniazevych, Anna; Kyrylenko, Vitalii F.; Golovkova, Lyudmila S.EN: Abstract. The article substantiates the key role of processes of formation of an effective national innovation system, which directly provides the innovative development of the national economy of the country. The article defines peculiarities of the formation of models of national innovation systems of different countries of the world. The article develops the basic principles, on which the concept of the development of the national innovation system of Ukraine is based. One of the main factors, which directly influence the dynamics and pace of the development of the national innovation system, is the degree of the development of the country’s innovation infrastructure. It should be stated that the main elements of the national innovation system of Ukraine function in isolation from each other, without any balance in this system, which causes its ineffectiveness. Further research should be aimed at establishing a systemic relationship and developing mechanisms for managing the formation and functioning of the national innovation system based on the effective innovation infrastructure of the country. At the stage of the gradual overcoming the economic crisis, the creation of favourable conditions for the fuller realization of the creative and inventive potential of the Ukrainian society is gaining a special significance in the innovative market of the country. The susceptibility of the national economy to innovation depends largely on the presence of demand for innovative products from consumers in the market, the acceleration of the dissemination of advanced technologies, including the expansion of the range of innovative active firms in the medium business, the creation of new innovative firms, and the dynamic growth of their scale. The strategy of innovation development is aimed at the formation and functioning of a specific infrastructure to increase the acceptability of the business environment to innovation. Significant activation of the market of innovations cannot be carried out without addressing, as necessary, certain markets for innovative services operating in the innovation infrastructure of the country, the economy, etc. The formation of self-sufficient and well-functioning innovative Ukrainian infrastructure, which is self-organized, is necessary not only for the harmonization of the functioning of the innovation system and national economy but also for the survival of the country. Despite the complexity and ambiguity of the influence of external and internal factors on the establishment and development of innovation infrastructure, the overall positive assessment suggests that, with certain efforts on the part of the state and business, Ukraine’s innovative infrastructure can effectively develop and carry out its functions.Item The Institutional Content of the Human Capital of the National Economy(Publishing House “Baltija Publishing”, Riga, LV, 2017) Kolomiiets, Viktoriia; Golovkova, LiudmilaUK: In the current conditions of transformation of traditional institutes and institutions and formation of a new institutional state, the institutional content of human capital as the most valuable resource of the economy changes. Along with the existing research, the transformation of the old institutional system and the emergence of new institutes and institutions require an analysis of the updated institutional content of the human capital of the national economy. The purpose of the paper – to reveal the institutional content of the human capital of the national economy. In the process of work, the following tasks are set and solved: to study economic and institutional conditions of functioning of human capital, to determine the material content of human capital in the context of institutionalism and the process of institutionalization of human capital. Methodology. A methodological basis is a dialectical approach. To study the institutional content of human capital, abstract-logical and system-structural methods are used. Results. Economic conditions for the formation and functioning of human capital are determined by the instability of the economic situation in Ukraine caused by the fall in the gross domestic product, the inappropriate growth of prices and wages, inflation, and military-political confrontation. Institutional conditions of Ukraine accumulate the following components: those that remained from the previous regimes; transformed components, imported components. The large financial capital, business structures, shadow economy, public sector of the country interact on a fundamentally different institutional basis. The main factor characterizing the institutional development of our country is the uncertainty of limits of institutionalization. The essential institutional conditions for the functioning of human capital are also the absence of a positive or negative experience of existence, coexistence of certain institutions in a certain economy of the country. The institutional content of the human capital of the national economy depends directly on the established institutional system of a particular country, its development. Human capital is the embodiment of the individual’s ability to generate income, the amount of abilities, knowledge, qualifications, and skills of an individual employee. Human capital can be defined as a synthesis of components of human capital in the manufacturing sector, the research sector, in the education sector. Human capital is limited in its actions by the institutional structure of society. The institutional environment of the human capital of the national economy is made of determined rules, norms, and institutions. The close interaction of components of institutional environment must not only occur for the development and efficient functioning of the human capital of the national economy, but its existence is determined by the natural existence of the institutional environment. For the national economy of the country, institutional influence manifests itself as a result of the action of a certain institutional system of human capital and its actual ability to produce a gross product. The unpredictability of human behaviour and actions, which is primarily related to its psychology, causes considerable difficulties in the process of institutionalization of human capital. Therefore, the institutionalization of the environment threatens opportunism on the part of human capital. Practical implications. The theoretical research should be the basis for the formation of the state policy in the field of human capital management of the national economy, development of a strategy for human capital development, the basis for further research. Value/originality. The theoretical study is performed personally by the authors of the scientific article.Item Institutional Models of the New Economy Development(Espacios INC, Panamá, 2019) Tkach, Anatoliy Ar.; Radieva, Maryna; Kolomiiets, ViktoriiaEN: Abstract: The topic is determined by the modern tendencies of a new economic paradigm development in the context of institutionalism and its peculiar features, such as the sharing economy and human capital. The aim of the article is to develop a methodological approach to the institutional models of the sharing economy and the human capital formation, as well as the causes and the prospects of their evolvement. The basic method of the study was content analysis, which allowed the representation of the sharing economy growth factors and to define its features and models through the combination of the institutions. The result of the research is the development of the theoretical basis for the sharing economy institutional paradigm as the important component of the new economy, which does not correspond to the current business models that regard the human capital as the mean but not the aim of the economic evolvement. The authors present the scientific knowledge of the sharing economy practical forms in accordance with the institutionalism.Item Institutional Platforms of the Transformation of the Economy(Publishing House “Baltija Publishing”, Riga, LV, 2019) Tkach, Anatoliy Ar.; Kolomiiets, Viktoriia; Radieva, MarynaEN: Abstract. Institutional transformations in economies of countries are considered as the basis of their civilizational development. The concept was put forward that in order to ensure transformations in the economy, it is necessary to promote the formation of a specific set of institutional platforms – new institutes and institutions that will create an environment for the formation and development of a socially oriented market economic system of society. The main controversial components of the institutional platform include: institutional changes in the economy, the creation of the corporate sector, the development of human capital institutions. The purpose of the paper. The purpose of the study is to promote and reveal the essence of the formation of institutional platforms to ensure reforms of various components of a transformational economy. Methodology. Formation of institutional platforms of the transformational economy is investigated on the basis of the theory of institutional changes and such institutions of a market economy as property rights, the corporate sector, and human capital. Results. Institutional platforms of transformations are presented as continuous informal changes that are fixed in the formal institutional system of society in the form of legal acts, codes of conduct, and institutions designed to enforce them. It is substantiated that in order to ensure institutional transformations in the economy, it is necessary to form a dynamic institutional platform that determines the system of basic institutions. The process of formation and effective use of the institute of human capital is analysed, which becomes a priority for the economic development of the country’s potential. The presence of mature human capital predetermines the country’s economic potential and its strategic growth. The main content of the new economy is that human capital turns from a resource to the essence of development itself. An approach to developing an institutional platform for the development of human capital as a process of natural accumulation or the forced introduction of basic institutions capable of ensuring the emergence of new institutions or significantly modernizing existing rules is proposed. It is proved that transnational capital erases economic, political, and cultural national differences, forms a favourable global infrastructure, ensures the development of countries that define the basis of the world corporate economy. It is substantiated that, institutionally, a corporation creates a new type of economic relations, which are reflected in the rules and code of corporate behaviour. Institutional analysis created the conditions for developing a new approach to designing the trajectory of the development of the national economy on the grounds that the formation of a certain institutional system determines the trajectory of the further development of the state and world economy. Practical implications. Theoretical research should be the foundation of state policy in the management of the process of creating formal institutions as the basis of an institutional platform. This requires certain clarifications regarding the possible gap between the rules declared by the legislation and the mechanism for ensuring their observance, the basis for further research. Value/originality. Development of theoretical approaches and practical recommendations for evaluation of the methods and ways of organizing mechanism for managing the competitiveness of the railways of Ukraine, which contribute to stabilize the industry in a market economy transformation and economic instability. Methods. Reforming the rail transport today is the first step towards institutional adaptation Railway Transport of Ukraine and transparent use of market mechanisms. The first reform requires qualitative improvement of the legal framework and organizational structure, which requires a systematic, integrated approach. Results. The paper proposed areas of innovation, motivation innovative processes for rail transport innovation in rail companies that will increase the competitiveness of rail transport in the transport market and improve the competitive position in the development of interspecific competition. Scientific novelty. Organizational measures to improve the competitiveness of rail transport and the need for branch development potential as a competitive activity of railway transport, accompanied by the formation of vertically - integrated in the structure and maintenance of infrastructure. The practical significance. Our studies allow to say that nowadays the most important task railway complex of Ukraine to work in a volatile market economy is to provide a stable financial situation. In Ukraine, the railway infrastructure is for public funds. The current system of rail transport in Ukraine is a combination of railways and other public companies that do not actually executed in a single industrial complex with low attractiveness for investors and can not without government guarantees to attract the necessary investment in fixed assets. Most people change careers several times in their lives, even though what they learned in school was designed to prepare them for their first career; the pace of change is so fast that technologies and skills to use them become obsolete. School-to-work transition is insufficiently supported. We cannot prepare people to live in a twenty-first century world using nineteenth century technology.Item Methodical Principles of Stability Assessment of the Social-Economic Systems(Adam Mickiewicz University, Poznan, Petro Mohyla Black Sea National University, Mykolayiv, 2016) Chymshyt, Serhiy I.; Prylyepova, Maryna O.EN: The article deals with the functional development of the social economic systems (the SES) of different types. Development of the SES can be steady for a suffi ciently long period. Of course, any SES develops through certain cycles, repeated at regular intervals, which means the arising of the appropriate crises. In addition, as theory and practice of management shows, the crisis of the SES is somehow a positive fact, since it stimulates the search and implementation of new management methods and tools. Crisis is some kind of fi lter of natural selection and checking SES ability to survive. This paper analyses stability. It is argued that the main starting condition for sustainable development is an internal quality system. The essence of the concept of stability in the activity of industrial and economic system is defi ned. It is noted that the stability is an indicator of the quality of management system, internal quality mechanism of functioning of the SES. It is concluded that stability is a sign of the quality of processes, their controllability and minimization of risks. Moreover, it can be identifi ed with the concepts of consistency, ordering, and handling. The stability of the SES means that the results of its activities have minor fl uctuations regarding a particular medium trend of development. The more the spread of indicators around a particular trend, refl ecting the results of economic activity of SES, the more random processes in these results. The more factors’ infl uence on the result that are not governed the less organized internal mechanisms and appropriate processes. This leads to the fact that activities’ results of the SES are random and not natural variables. Randomness is a feature of not controllability of process. Randomness is a sign of SES’s low quality of management system as a whole or its individual processes.Item Philosophical and Sociocultural Dimensions of Personality Psychological Security(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпро, 2018) Blynova, O. Y.; Holovkova, Liudmyla S.; Sheviakov, Oleksii V.EN: Purpose. The dynamics and pace of social and economic transformations that are characteristic of modern society, lead to an increase in tension and the destruction of habitual stereotypes – ideals, values, norms, patterns of behaviour that unite people. These moments encourage us to rethink the understanding of "security" essence, in particular, psychological, which emphasizes the urgency of its study in the philosophical and sociocultural coordinates. Theoretical basis of the research is based on the philosophical methodology of K. Jaspers, E. Fromm and the A. Maslow’s psychological approach to understanding of a person. Originality. Psychological security is considered at different levels: first and foremost, society is a characteristic of social security, that is an analysis of how today’s social technologies, social changes affect the quality of life of the country’s population; secondly, the social environment – the family, the immediate environment, reference groups, training teams; thirdly, a person is an experience of his own security-insecurity, when it is possible to talk about the manifestations of psychological violence, when certain behavioral acts contribute to the violation of the security of the other or to selfdestruction. It is found out that the knowledge of psychological security is closely connected with the sociohistorical conditions of being, with the level of development of material and spiritual culture, with the interests and values prevailing in society, which determines its ontological, epistemological and axiological features. The presented issue is considered in the correlation of psychological security with types of scientific rationality – classical, nonclassical and post-nonclassical approaches, within the framework of which various perspectives, aspects, forms and types of psychological security are studied. Conclusions. The concept of security requires a systematic description of its manifestations, types, levels, concepts: security as the absence of dangers (based on the principle of dichotomy, that is, a certain whole consisting of two opposite parts, in this case, the whole is human existence); security as a certain activity to ensure or to prevent any threats or dangers (activity approach); security as a conscious necessity, the value of the individual. The study systematizes various ideas about psycho-logical security in accordance with the logic of scientific knowledge: in the mainstream of classical, non-classical and post-nonclassical approaches.Item Potential of Integration of Natural Resources into the Market Influence Zone(Sciendo, 2021) Korenyuk, Petro; Sunduk, Anatolii; Levkovska, Liudmila; Koreniuk, Liudmila; Zienina-Bilichenko, AntoninaEN: The article examines the problems of integration of natural resources into the zone of market influence. The analysis of researches on these questions is carried out, the problem moments are allocated. An algorithm for integrating natural resources into the market environment has been developed, which provides for the natural resource to go through stages with a change in their positions and the formation of market asset features. Possibilities of incorporation of land resources into the market, the potential of business development, and formation of the market of natural resource assets are investigated. The parameters of capitalization of natural resources and the concentration ratio of financial and economic regulation are calculated. Ways to strengthen the potential for integration of natural resources into the market area of influence have been developed. The study showed that to incorporate a natural resource into the area of market influence, it needs to go through several stages, and each of them is characterized by changes in the properties of resources, their gradual interaction with market participants. Even though there is a rather low level of capitalization of natural resources (in particular for land - 12.0%, water - 10.8%), the coefficient of concentration of activity can identify some regions with good opportunities for incorporation. The regions of Ukraine are grouped by the coefficient of concentration of land use activity and four groups of regions with coefficients are calculated: the highest priority by the activity of regulation, high level of concentration, medium and low.Item Psychological Providing Professional Competency of Metalwork Professionals in Ukraine and China(Institute of European Integration, Poland, 2018) Sheviakov, Oleksii V.; Holovkova, Liudmyla S.EN: Abstract. The authors analyze conditions of improvement of professional training of future social pedagogues. The article scrutinizes groups of socio-pedagogical and psychological conditions and proves their effectiveness. This paper makes an effort to prove the need for improvement of civic engagement, independence, firmness of purpose, openness of students. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.Item Theoretical Platform of the Socio-Economic Potential of the Region(State University of Jan Kochanowski, Department of Entrepreneurship and Innovation, Kielce, Poland, 2019) Dobryk, Liliia O.EN: The research is devoted to the relevant issues of the analysis of the theoretical foundations for the formation and development of the socio-economic potential of the region. On the basis of the comparative analysis conducted and based on an interdisciplinary approach to existing scientific directions, the structuring of socio-economic potential was made and an own view of the concept of «potential» was given. The content characteristics of the concepts «state» and «region» are investigated and their features are analysed taking into account the scientific and theoretical basis. The role of the state and regions in the national economy in terms of scientific approaches is revealed. The necessity of researching the imperatives of regional development in the process of formation of the potential of the state and its regions in the institutional system of the national economy is substantiated. The imperatives of regional development of the potential of the state are offered, their connection with each other is revealed, and the dominance of the economic imperative with respect to others is established. The nuclear-spherical model of the nature of the relations of the imperatives of regional development in the formation of the state’s potential is presented. The basic hypothesis and the main (guiding) idea of the concept, which link the institutional, economic, and social subsystems of the potential, are determined. The concept of forming the potential of the state and its regions, taking into account the factors influencing this process, has been developed. The paradigm of development of the socio-economic potential of regions, as a separate subsystem of the state in the institutional system of the national economy, is presented in the form of a model. The structure of the socio-economic potential of a separate region of the state in the institutional system of the national economy is proposed.
