This paper proposes a number ofpractical measures in the context of the formation of the renewed Strategy of the Chernobyl exclusion zone development for optimization of the international tourism service marketthat will ensure the highest level of the travel market consumer's interest in purchasing tours to this region of Ukraine.Item Diagnostics of the Transformation of Intellectual Capital Properties in Ukraine(Український державний університет науки і технологій, Дніпро, 2024) Bobyl, Volodymyr V.; Hannouf, KaterynaENG: The focus of this study is on the analysis of transformations of the nation's intellectual capital during the period preceding the conflict. It identifies and organizes modern methods of assessing intellectual capital, classifies indicators considering their impact on the total volume of intellectual capital, and implements the normalization of these indicators for creating radial diagrams and determining the state of intellectual capital in Ukraine. The effect of changes in intellectual capital on the fluctuations of the country's Gross Domestic Product (GDP) is also examined. Methodology. To achieve the objectives of the study, various methods were employed: dialectical method and synthesis for analyzing the evolution of human, organizational, and structural capitals; graphic analysis for the visual representation of data; and comprehensive and structural analysis with expert assessments to evaluate the impact of intellectual capital transformations on economic indicators. Scientific and Practical Significance. The work contributes to understanding the impact of changes in the structure of intellectual capital on GDP dynamics, which is key to developing an effective strategy for managing the country's intellectual resources. From a practical standpoint, the research aids in establishing criteria for evaluating intellectual capital and developing motivational mechanisms based on digital innovations and artificial intelligence for optimizing the structure of intellectual capital, paving the way for the development of a refinement strategy.Item Ecologic and Economic Means of Stabilization and Improvement of Environment State at The Railway Transport(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Zelenko, Yuliya V.; Myamlin, Serhiy V.EN: The problems of escalation of the ecological situation in the sphere and intensification of negative trends in many sections of transport technologies are conditioned by the proactive rate of transport development and peculiarities of its interaction with the objects of environment. Objective. The required stage of the modern approach to formation of effective system of ecological management at railway station is creation of special eco-informational system that will the possibility to give an objective evaluation of ecological and economic losses, both in the process of natural resource management and in cases of accidents with negative ecological consequences. Methodology. Development of environment management systems at organization of natural resources management on the base of modern information technologies will give the possibility not only to reduce the frequency of situations, associated with the environment elements pollution, but also to optimize organization of the natural resources management, as high concentration of resources may lead to emergency in adjacent regions of mutually exclusive types of anthropogenic activity. Scientific novelty and practical relevance. There is developed the system of the environment ecological state management is intended for definition of the best options for the natural resources management development with consideration of ecological and economical factors. In the process of development of the scientific bases of the transport ecological safety development, there was carried out the analysis of three main conceptual approaches to safety definition. It is proved, that in recent years, due to measurement of the danger level on the base of introduction of the relevant factor, the proposed scientific and methodological apparatus gives the possibilities of operative management of ecological and economic risks at the railway through constant monitoring with the help of the GIS technologies and system analysis.Item Economic Efficiency of The High-Speed Trains Running in Ukraine(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Barash, Yuriy S.; Polishko, Tetiana V.; Momot, Alla V.EN: Objective. To develop methodology of determination of the high-speed running cost effectiveness in Ukraine. Methodology. Economic justification of the high-speed running appropriateness in Ukraine is the investment project, providing stage-by-stage investments into construction that will give the possibility to obtain annual revenue from the passenger transportations. For such problem solving, there is applied net present value that may be obtained by the Railway Transport of Ukraine or newly established companies during the project execution and upon its completion. Results. On the base of the carried out analysis one may state that there is developed complex method of the high-speed trains construction and operation effectiveness definition with consideration of infrastructure, rolling stock, etc., value. Scientific novelty. There is proposed the scientific approach to definition of the high-speed lines construction and operation economic effectiveness that specifies principles of their construction value definition, calculation of the rolling stock units quantity, optimizes calculations of revenue and expenditures in the context of competitive advantages and influence of external factors on the company activity that will give the possibility to increase the feasibility of the managerial decisions and economic effectiveness of the high-speed transportations. Practical relevance. Consideration of the abovementioned features increases feasibility of the managerial decisions as to high-speed transportation functioning effectiveness ensuring.Item Formation of Indexes System of the Sustainable Development of Railway Transport divisions(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Kharchenko, Olesia I.EN: Purpose. The analysis of the national and foreign literature shows that the approach to the problem of sustainable development at present time has the coupled problem. On the one hand, the problem for today is relevant and it is the center of scientists’ attention. On the other hand, in existing research remains underdeveloped methodological and theoretical framework for the sustainable development of enterprises. The aim of the given work is to develop a system of indicators for sustainable development of railway transport divisions for further construction of mathematical models of functioning railway transport divisions from the standpoint of sustainable development. Methods. For achievement of this goal the concept of a sustainable development of the transport sector reveals. This refers to the development that can provide on balanced perspective solving problem of socio-economic development, reduce environmental impact and provide with the current and subsequent needs of different sectors of human activity. As the index characterizing development of railway transport divisions in the direction of resource-saving, it is offered to use integral criterion of efficiency; the ecological component of a sustainable development of railway transport divisions is offered to be evaluated based on the indexes reflecting brought to the money equivalent change of bursts of the contaminating substances in the atmosphere and noise environmental pollution; the social component of process of functioning railway transport divisions can be evaluated directly by the amount of monetary assignments on measures for salary increase of workers in divisions, and also on social programs (expenditures on health care, sanitarian resort expenditures, etc.) and programs for training of workers in divisions, and also were considered an index of development in the direction of service quality improvement. Results. As a result of the formation of the system of indicators for sustainable development of railway transport divisions were received the integral index, which reflects the basic principle of sustainable development. Academic novelty. The new development approach of the indexes system characterizing a sustainable development of railway transport divisions unlike the existing quantitative indices is offered (in particular on railway transport); don’t allow to estimate efficiency of actions and to provide the sustainable development. The indexes received in this operation allow carrying out an assessment to functioning of railway transport divisions from a line item of a sustainable development, namely: to implementation of resource-saving technologies, lowering of influence of technogenic system on environment, support of a social component of development, customer service improvement of quality. Practical importance. The structural reform of railway transport of Ukraine, which is held at present time, requires in the shortest time solving problems of industry improvement. The integrated index of sustainable development, proposed in the given work, allows evaluating the efficiency of the railway transport divisions from the standpoint of sustainable development.Item Impact of Information and Communication Technology on the Digital Economy(Український державний університет науки і технологій, Дніпро, 2024) Kaira, Z.; Golovkova, Liudmyla S.; Vaschenko, О. P.; Vaschenko, О.ENG: The article explores the impact of Information and Communication Technologies (ICT) and their role and place in the dynamics of the digital economy. The aim of this research is to assess the impact of the digital economy on GDP per capita in EU countries. Methodology. Analysis of ICT as a key factor in enhancing economic growth through the implementation of digital technology opportunities. Panel data from Eurostat and the World Bank covering EU countries from 2014 to 2021 were used for analysis. A correlation analysis was then conducted between variables, and the model was relevant for forecasting. Results. The number of studies on the impact of Information and Communication Technologies on the economic growth of countries has increased in recent years. However, there is still no assessment of the real GDP impact on the level of household Internet access in the EU area. Studying this gap in the literature allows us to draw conclusions about the implications for stakeholders regarding more effective implementation of the digital agenda. Scientific novelty. The digital economy, measured by Internet, mobile phone, and fixed broadband access, influences the economic growth of a country. This, in turn, depends on the level of technology measures covering the digital economy. ICT positively influence the development of countries' economies and can be used as tools by stakeholders. These agents should generate policies that enhance ICT technological infrastructure, digital empowerment of the population, and greater access to ICT. The GDP level model is presented as a function of Internet access for households in the EU area along with a short-term forecast for this index. It is shown that investments in ICT infrastructure are indispensable for the development of a strong knowledge- and digital technology-based economy. Practical significance. The research results will help in identifying opportunities and levers of influence for governmental institutions and other socio-economic systems on the impact of digital economy development processes on GDP per capita in EU countries.Item Improved Classification of Passenger Trains in Ukraine(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Charkina, Tetiana Yu.ENG: Purpose. To develop the new classification of passenger trains in Ukraine taking into account the working period, the territory of service, the maximum distance of movement, average journey speed, time of a trip, a type of a rolling stock and sources of financing. Method. It is proposed to divide the passenger trains on day train, night train and all day train, then to determine the optimal areas for the movement of trains with cost minimization of their operation. Results. The passenger trains are divided into urban, suburban, regional, interregional and long-distance. In turn, each train is divided into slow and fast, on-site service: on the suburban, within the region, within 2-3 regions and long-distance. Academic novelty. The classification of passenger trains in Ukraine is improved which considers the additional features of economic factors of movement, working period, service territory, maximum range of passengers transportation, average speed, and trip time, type of a rolling stock and transportations sources of financing. Practical importance. The accounting of the specified factors increases validity of administrative decisions that will allow providing efficiency of functioning of passenger trains and their competitiveness in the market of transport services.Item Key Terms Competitiveness of Railway Transport Ukraine under Economic Instability(Дніпропетровський національний університет залізничного транспорту імені академіка В. Development of theoretical approaches and practical recommendations for evaluation of the methods and ways of organizing mechanism for managing the competitiveness of the railways of Ukraine, which contribute to stabilize the industry in a market economy transformation and economic instability. Methods. Reforming the rail transport today is the first step towards institutional adaptation Railway Transport of Ukraine and transparent use of market mechanisms. The first reform requires qualitative improvement of the legal framework and organizational structure, which requires a systematic, integrated approach. Results. The paper proposed areas of innovation, motivation innovative processes for rail transport innovation in rail companies that will increase the competitiveness of rail transport in the transport market and improve the competitive position in the development of interspecific competition. Scientific novelty. Organizational measures to improve the competitiveness of rail transport and the need for branch development potential as a competitive activity of railway transport, accompanied by the formation of vertically - integrated in the structure and maintenance of infrastructure. The practical significance. Our studies allow to say that nowadays the most important task railway complex of Ukraine to work in a volatile market economy is to provide a stable financial situation. In Ukraine, the railway infrastructure is for public funds. The current system of rail transport in Ukraine is a combination of railways and other public companies that do not actually executed in a single industrial complex with low attractiveness for investors and can not without government guarantees to attract the necessary investment in fixed assets. Given the above, you can ensure increased competitiveness of railway transport of Ukraine.Item Logistic Management in Inventory Accountihg System(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Toporkova, Olena A.; Zheludovych, O. A.EN: Introduction: inventory control in railway transport has integrated nature. Immediate task of the logistics is to establish conditions for effective core economic activities. Target: form the mechanism of logistics management in inventory system. Results and discussions: logistics support is intended to assist realization of strategic targets of railway transport system by means of forming the appropriate mechanism. Offered mechanism generates three groups of logistics management functions in the system of inventory accounting: planning and activities coordination of logistics process entity; control of order processing and coordination of parties' economic interests; control of inventory transactions. Effectiveness of enterprise logistics system is defined by its sensitiveness to information accuracy. Conclusions: logistics management allows minimalize inventory or expenses on them; speed up the process of receiving information; enhance service level, and eventual result – costs saving on load-transfer process and work of transport infrastructure.Item Methodological Approach to Determination of Certain Suburban Passenger Train Effectiveness(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Barash, Yuriy S.; Snachov, Mykola P.; Matusevych, Oleksii O.; Kravchenko, Khrystyna V.ENG: Objective. To develop the method of certain suburban passenger train effectiveness determination. Methodology. To solve such problems there is proposed new method, developed on the base of the marginal revenue concept with application of diagram method. This method will give the possibility to define reasonable areas of suburban trains running for considerable reduction of suburban transportations unprofitableness. Results. On the base of the carried out analysis one may state that in this paper there is developed the method of definition of effectiveness of functioning of certain suburban train that will give the possibility to reduce unprofitableness of the suburban communication at the territory of Ukraine. Scientific novelty. There is improved the methodological approach to determination of optimal areas of suburban trains running at the account of establishment of rational length of route, depending on average passenger travels distance and their average number within the accounting year, that will give the possibility to considerably reduce operational expenditures and to increase transportations effectiveness. Practical relevance. Introduction of mentioned methodology for determination of optimal suburban trains running areas will give the JSC Ukrainian Railway Lines the possibility to considerable reduce the unprofitableness of suburban transportations, and local power authorities at the level of city executive board and oblast – to reduce payments for services of the suburban companies or RPCH.Item Methodological Approaches to Defining Railways Infrastructure Charges(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2013) Blyzniuk, T. N.EN: Introduction: One of the priority directions of development of railway sector is the right choice of pricing policy of the company for the purpose of maximizing profits and the social welfare improving. The improvement of rail pricing is provided be «State program of reforming the railway transport for 2010-2019». Objective: Due to the organizational and the structural changes in rail transport it is essential to ensure transparency in pricing, non-discriminatory access to infrastructure, the creation of a level playing field for participants of the operational process. In accordance with the task we need to identify weaknesses in the existing tariff system and suggest ways to correct them. Results: There were characterized and analyzed the existing pricing methods, revealed their advantages and disadvantages, offered possible ways of their liquidation. Conclusions: The analysis revealed that the current pricing approach does not correspond to the points of the reform program and is subject to further improvement.Item The Modeling of Economic Efficiency of Products Carriage-Building Plant in Conditions of Dynamic Pricing(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Myamlin, Serhiy V.; Baranovsky, Denis M.EN: Purpose. The purpose of the work is modeling of economic efficiency of products manufactured by carriage-building plant in conditions of dynamic pricing for different levels to engineering industry controls. Methodology. Economic feasibility of engineering production estimate for economic performance indicators and efficiency is profitability. Profit is economic results, showing the absolute result of the activity of engineering production, excluding used resource. To determine the cost-effectiveness should be applied relative index – profitability, which characterizes the amount of profit received from each monetary unit invested in production. Findings. Indicator of the general level of profitability indicates the general production efficiency of the company and is determined by the ratio of the balance sheet profit to the amount of value of fixed assets and revolving funds. This figure shows how effectively the material resources of the enterprise, thus characterizing the efficiency of investing in the production of the monetary unit. In the context of dynamic pricing was simulated indicator of economic efficiency of products manufactured by carriage-building plant. In addition, this model allows doing the operational control of the economic efficiency of the engineering industry at a variety of price changes on the world market. Indicator of the general level of profitability indicates the general production efficiency of the company and is determined by the ratio of the balance sheet profit to the amount of value of fixed assets and revolving funds. This figure shows how effectively the material resources of the enterprise, thus characterizing the efficiency of investing in the production of the monetary unit. In the context of dynamic pricing was simulated indicator of economic efficiency of products manufactured by carriage-building plant. In addition, this model allows doing the operational control of the economic efficiency of the engineering industry at a variety of price changes on the world market. Originality. Has been further developed a model that describes the indicator of economic efficiency of products, which is produced by carriage-building factories in conditions of dynamic pricing at diversification of engineering production. Practical value. Developed model allows doing the operational control of the economic efficiency of the engineering industry at a variety of price changes on the world market.Item On the Question of Cost-Effectiveness Analysis of Investment Programs(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Hnennyi, Oleh M.; Chernova, Nataliia S.EN: Objective. Development of methodological approach to the cost-effectiveness of investment program as a system of interrelated projects taking into account synergistic effect of their program interaction. Methodology. Used system approach and complex of general scientific and specialized methods of the research such as scientific obstruction, analyze and synthesis, network planning, quantitative finance, cost-effectiveness analysis of investments, qualitative and numerical scoring of risk level. Results. Cost-effectiveness analysis of investment program requires synchronization of investment projects, of which it consists, in this regard it is essential to use method of networking planning. Synergistic effect of investment program can be found in the dissimilarity of cash flow of investment program in general from the sum of cash flow of investment projects, which amounts it, and also from diversification of risks. To assess the last one, it is essential to do numerical risk scoring of each project and the program in general. It is efficient to take into account risk level by means of correcting discount rate, in this regard appropriate methodological approaches were offered in the research work. Major criterion of program effectiveness is value of its NPV, which is more or equal to zero. Additional criterion of effective interaction of investment projects as a part of program is requirement that program NPV will not be lower than integrated NPV of included investment projects, which were evaluated separately. Scientific novelty. There was updated methodological approach to cost-effectiveness analysis of investment programs, which unlike the existing, takes into account synergistic effects of investment program, which influence on its cash flow, and such effects, which are consequences of risks diversification within the framework of investment program. It allows to improve accuracy of cost-effectiveness analyses of investment programs as a system of interactive projects taking into account synergistic effect of their program interaction. Practical implication. Obtained results can be used to form investment programs, cost-effectiveness analysis, and also to optimize the content of investment program.Item Operational Risks: Assessment and Ways of Mitigation(Dnipropetrovsk National University of Railway Transport named after Academician V. Lazaryan, Dnipro, 2018) Bobyl, Volodymyr V.; Dron, Maryna A.; Taranenko, Artem S.EN: Goal: This research has pursued the goal to develop the methodology for quantification of operational risk profiles and find effective ways of their mitigation. Methodology: To address this kind of challenges the research has used scientific research and special methods of economic research, in particular: a system-wide approach and rational decision-making methods. Outcomes: The research has analysed the bank operational risks and created risk profiles for the following areas: technological risk, service provider risk, corporate risk, innovative risk, strategic risk and reputational risk. The research highlights the key elements of the operational risk management and the features of applying them in modern business conditions (at the time of recession). The document proposes the areas for im-provement in terms of research and methodological approach to operational risk management subject to specific factors of internal bank operating environment. Scientific novelty. Defined the main directions of evaluation and reduction of operational risks in banking institutions. Practical relevance: The use of the methodology proposed in this paper will help risk managers identify and mitigate operational risks of banks both under normal conditions and at times of financial uncertainty.Item Psychological Provision of Professional Health of Specialists of Economic Sphere(Dnipro National University of Railway Transport named after Academician V. E.EN: The purpose of the article is to find a new solution to the problem of creating psychosocial foundations of occupational health of economic specialists from the standpoint of behavioral economics. Methods. Methodical principles of formation and development of professional health of specialists are distinguished: stages, regularities, dynamics. The Results. The psychosocial specificity of research and the levels of formation and preservation of health of specialists in the economic sphere are revealed. The essence, types, components and criteria of labor protection of specialists of economic sphere are determined. Scientific novelty. The conceptual model of formation and preservation of health of specialists of the economic sphere is offered, which is implemented as a theoretical and methodological strategy of a systematic and holistic process of ensuring the achievement of the result of professional activity. The practical significance. New ideas about a healthy person who responsibly manages his own health and realizes himself in society, the image of a specialist who independently sets the goals of formation and preservation of occupational health, chooses the best ways and means of their achievement.Item Risk Managment «Cloud» Technologies in Bank’s Risk Management(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Bobyl, Vladimir V.EN: Purpose. To investigated the risks of using «cloud» technologies in operating activities and to provide the recommendations in decreasing of those risks. Methodology. The methodological approach involves the consideration of bank risk management (including the operational one, which appeared from the use of «cloud» technologies) as from the standpoints of bank accepting the optimal management decisions, and from the standpoints of implementation of these solutions through the organizational structure. Results. The article emphasizes the risks of «cloud» technologies, the measures of reducing the operational risk to its components are investigated, and the recommendations in relation to the elimination of technological risk which appearing from the use of «cloud» computing are suggested. Scientific novelty.We propose the scientific approach to the management of banking risks, which in contrast to the existing one, includes the instruments of reducing the negative impact of the use of «cloud» technologies in the operating activities. M.EN: Introduction: Effective performance of the transport sector plays an important role in shaping the economic, financial, politically stable and developed country. It increases the competitiveness of the national economy and positively affects the quality of the life. As you know, different actors are involved into providing transportation process, the main purpose of which is to obtain the greatest benefit. Their coordinated activities affect the safety, efficiency, economy and environmental performance of transport services. the relationships between participants of transportation process are changing in modern conditions of reforming. Objective: In order to understand the impact of current trends in the transport market onto the interaction between participants of transportation process is important to identify features of the transportation process. Namely, we need to define their roles, functions and objectives and to analyze the current situation in the transport market. Later it is necessary to predict the trends that will occur in the future, and determine how they will affect the effectiveness of the industry as a whole. Results: Bottlenecks in the structural organization of the railway sector in Europe, America and Asia have been identified and analyzed. Depending on this, roles and functions of the participants of transportation process were identified, which are interacting in the modern market. We also highlighted the basic principles of infrastructure pricing and identified possible common objectives for transportation companies and infrastructure managers that would meet the basic requirements of the end user. Conclusions: Ukraine is at the stage of reform and we should correspond the regulatory framework with the world in order to further integrate in the global plane. Using intangible assets (IA) is performed the capitalization of enterprises, i.e. the conversion of their capacity in the market outcome. Improvement of intangible assets accounting will enhance the competitiveness of Ukrainian enterprises. Purpose of the article is identification and justification of improvement areas of intangible assets accounting by means of the study and use of the foreign countries experience, taking into account the specific conditions of Ukrainian enterprises activity. Results. The paper analyzes the characteristics of intangible assets (IA) accounting of enterprises in accordance with the national and international accounting standards. The most important aspects of intangible assets accounting in the publications of domestic and foreign scientists are investigated. Designated the unresolved issues related to the development of clear algorithm of crediting, acknowledgement, assessment and accounting of intangible assets. Conclusions. As a result of the study it was found out that the existing problems of intangible assets accounting are related to the complexity of the identification, evaluation and classification of intangible assets. These problems can be eliminated by harmonization of Ukrainian Accounting Standards 8 and the International Financial Reporting Standard 38, the development of a single criterion for inclusion of assets to the intangible ones and determination of the optimal approach to intangible assets evaluation.Item Автоматизація обліку необоротних активів у структурному підрозділі(Дніпропетровський національний університет залізничного транспорту імені академіка В. Метою дослідження є розробка заходів з адаптації системи сервісного обслуговування пасажирів на залізничному транспорті України до європейських вимог. Відзначається, що для України розвиток транспортної системи має ключове значення. За умови реформування економіки України, широкого її включення до системи світових господарських зв’язків необхідно буде вирішувати складні проблеми адаптації транспортного комплексу держави до роботи в умовах ринкових відносин та забезпечення зростаючих вимог до якості й ефективності транспортних послуг. Для ефективного формування та розгортання сфери послуг на залізничному транспорті в Україні запропоновано привести організацію пасажирських перевезень до європейського рівня. Результати. Результати дослідження спрямовані на розвиток транспортної інфраструктури та модернізацію рухомого складу для забезпечення: зростаючої мобільності населення та прискорення переміщення товаропотоків; конкурентоспроможності та якості транспортних послуг для економіки; доступності та якості транспортних послуг для населення; інтеграції до Європейського Союзу і розвитку експорту транспортних послуг; підвищення ефективності державного управління та розвитку конкурентного середовища; підвищення екологічності, енергоефективності транспортних процесів та безпеки перевезень пасажирів і вантажів. Наукова новизна одержаних результатів полягає в подальшому розвитку організації пасажирських перевезень, забезпеченні їх відповідності європейському рівню, що надалі сприятиме економічному розвитку та інвестиційній привабливості України, а це, у свою чергу, відповідає пріоритетам Транспортної стратегії України на період до 2020 року. Практична значимість. Результати дослідження забезпечують можливість підвищення обсягів пасажирських перевезень залізниць шляхом адаптації українських стандартів сервісу до європейського рівня.
