Abstract
UKR: Дисертація присвячена дослідженню проблеми забезпечення ефективної діяльності підприємств пасажирського транспорту. У роботі встановлено та розкрито зміст методологічних принципів забезпечення ефективної діяльності підприємств пасажирського транспорту, які ураховують інтереси соціально-економічних суб’єктів та дозволяють визначити вихідні теоретичні положення щодо формування правил поведінки при комерціалізації та соціалізації діяльності. На принципово нових засадах розроблено та узагальнено у вигляді тривимірної моделі концептуальні засади забезпечення ефективної діяльності, що передбачають формування Парето-оптимальних умов обслуговування, дозволяють розмежувати діяльність перевізників, диференціювати вид обслуговування та умови надання послуг пасажирам. Запропоновано побудувати механізм забезпечення ефективної діяльності на основі циклічного Парето-оптимального узгодження інтересів соціально-економічних суб’єктів та причинно-наслідковій логіці, що передбачає перехід від персоніфікованого обслуговування за комерційними умовами до надання пільгових і далі стандартних послуг у випадку незадоволення соціальних потреб. З урахуванням необхідності соціалізації економічної діяльності підприємств пасажирського транспорту розроблено детерміновані факторні моделі грошових надходжень і компенсацій та передбачено оцінку вартості вигід споживача. Визначені альтернативні варіанти формування умов господарювання підприємств пасажирського транспорту. Доведена ефективність організації діяльності підприємств пасажирського транспорту відповідно до встановлених методологічних принципів на обґрунтованих концептуальних засадах.
RUS: Диссертация посвящена исследованию проблемы обеспечения эффективной деятельности предприятий пассажирского транспорта. В работе установлено и раскрыто содержание методологических принципов обеспечения эффективной деятельности предприятий пассажирского транспорта, учитывающих интересы социально-экономических субъектов и позволяющих определить исходные теоретические положения по формированию правил поведения при коммерциализации и социализации деятельности. На принципиально новых началах разработаны и обобщены в виде трехмерной модели концептуальные основы обеспечения эффективной деятельности, предусматривающие формирование Парето-оптимальных условий обслуживания, которые позволяют разграничить деятельность перевозчиков, дифференцировать вид обслуживания и условия предоставления услуг пассажирам. Предлагается построить механизм обеспечения эффективной деятельности на основе циклического Парето-оптимального согласования интересов социально-экономических субъектов и причинно-следственной логике, предполагающей переход от персонифицированного обслуживания на коммерческих условиях к предоставлению льготных и дальше стандартных услуг в случае неудовлетворения социальных нужд. С учетом необходимости социализации экономической деятельности предприятий пассажирского транспорта, разработано детерминированные факторные модели денежных поступлений и компенсаций, а также предусмотрена оценка стоимости выгод потребителя. Определены альтернативные варианты формирования условий хозяйствования предприятий пассажирского транспорта. Доказана эффективность организации деятельности предприятий пассажирского транспорта в соответствии с установленными методологическими принципами и обоснованной концепцией.
ENG: The dissertation is devoted to the problem of ensuring of the effective activity of passenger transport enterprises in conditions of socially oriented Economics. The research of the tendencies in functioning and development of passenger transport enterprises of public usage in the current management has improved the presence of the infringements of reproduction processes in the area of passenger traffic. The realized statistical and analytical review of the patterns of economic indices change presented the opportunity to characterize the reproductive processes. The contradictory requirements for volume, cost and quality of transportation (individual consumption (service personification) or mass accordance (total transport services for the population), full-payment (increasing of the carriers’ cash flows) or preferential acquisition (availability of consumption), combined service which includes the increase of demands for speed, comfort and additional service or public-sufficient quality without creating exceptional conditions of consumption for every user) were revealed by the interpretation of the basic provisions of the concepts of maintenance and socially oriented economy in the context of passenger service. The necessity of separation of functioning oriented on solving the commercial and social problems on the passenger transport enterprises of public usage was explored by the same way. The contents of the methodological guidelines for the effective functioning of passenger transport enterprises considering the interests of socio-economic subjects and allowing the determination of basic theoretical position on the formation of rules of conduct in the commercialization and socialization of functioning is presented and discovered in this thesis. The concept of «quazi servicing» grounds in this thesis basing on the concept of service and socially oriented economy, taking into account formulated methodological principles. Its intension provides the passenger service, which is necessary for society in quantity and quality and profitable for carriers. It functions in the mixed system of "consumer – producer – state" providing commercial and social services at the same time. The conceptual basic foundations of effective functioning, which provide the formation of the Pareto-optimal conditions of service, are designed and synthesized in the form of three-dimensional model according to the fundamentally new principles. These foundations allow us to separate all functions of carriers and to differentiate the type of service and conditions of the provision this service to passengers. It is proposed to create a mechanism to ensure the effective functioning based on the cyclical Pareto-optimal coordination of interests of socio-economic subjects and on the causal-investigatory logic, which assumes the transition from personalized commercial service to providing preferential and further standard service in case of dissatisfaction of social needs. There were created the deterministic factor models taking into account the necessity of socialization of the economical functioning of the enterprises of passenger transport. Among them are the model of cash flow (it takes into account the economical indices at the system of fully-paid and preferential passenger service and presents the mean of balancing the results of functioning for the benefit of the carrier) and the model of compensation (it takes into account the comparative estimation of the consumer’s benefits and the budget deduction deals, which were counted basing on the infrastructure component of the tariff, and it presents the way of balancing of the functioning results of passenger transport enterprises according to the state interests). And also the estimation of consumer’s benefits was provided. It allows to compare different services according to the purchase of consumption of a benefit unit (value) and constitutes the tool of diagnosing of the competitiveness and the method of functioning results balancing according to the passenger’s interests. The method of hierarchy analysis is proposed to use in making decisions concerning the boundaries of the commercialization and socialization of the activities and nature of passenger service. Decomposition of the problem on the basis of method of hierarchy analysis allowed us to formulate the theoretical principles of the methodological approach to the socio-economic priorities streamlining and the formation of generalized alternative options for the development of economic activity in the passenger transportation sphere. For the purpose of conducting a comprehensive study of effectiveness of activity of the passenger transport enterprises is proposed to use a set of key performance indicators defined from the standpoint of harmonizing socio-economic requirements and based on the need to meet the interests of different actors in the sphere of passenger transportation. The implementation of comparative rating based assessment of differentiation of the individual parameters allowed us to validate the choice of alternatives that best meet the condition of Pareto-optimal solutions of socio-economic problems. Effectiveness of the organization of activity the passenger transport enterprises in is proven accordance with established guidelines and grounded concept.
