Abstract
UKR: Показано, що за сучасних умов на перший план з умовного хінтерґрунту макроекономічного інструментарію управління стратегічним розвитком національної економіки має вийти фіскальна політика. Доведено, що порівняно обмежене застосування її інструментарію в попередні роки має змінитись на користь активізації усього потенціалу фіскальної політики. Розкрито, що перші роки функціонування глобальної економіки та національних економік провідних країн світу в умовах ковідних викликів продемонстрували широкий спектр можливостей, які пропонує інструментарій фіскальної політики – від підтримки окремих ключових в стані пандемії галузей та виробництв, забезпечення виживання постраждалих секторів та допомоги незабезпеченим верствам населення до створення передумов швидкого виходу з кризи та пожвавлення економічного життя. Визначено, що диспропорції та дисбаланси, що утворились та накопичились за допандемічні роки, залишаються в своїй більшості актуальними й досі та отримають більш явне та рельєфне вираження в умовах поступового згортання традиційних монетарних заходів під час послаблення тиску на соціально-економічне життя COVID-19.
ENG: It is shown that under modern conditions, the fiscal policy should come to the fore from the conditional background of macroeconomic tools for managing the strategic development of the national economy. It has been proven that the relatively limited use of its tools in previous years should be changed in favor of activating the full potential of fiscal policy. It was revealed that the first years of the functioning of the global economy and the national economies of the world's leading countries in conditions of common challenges demonstrated a wide range of opportunities offered by the fiscal policy toolkit - from supporting certain key industries and industries in a pandemic state, ensuring the survival of affected sectors and helping disadvantaged sections of the population to creation of prerequisites for a quick exit from the crisis and revitalization of economic life. It was determined that the disproportions and imbalances that were formed and accumulated during the pre-pandemic years remain relevant for the most part to this day and will receive a more clear and relief expression in the conditions of the gradual winding down of traditional monetary measures during the easing of the pressure on the socio-economic life of COVID-19.
