Abstract
UKR: В умовах сьогодення трансформація глобалізації і військова агресія РФ, "закриття неба" для авіатранспорту, блокування портів тощо значно змінили галузь залізничних перевезень в Україні. З одного боку, виникли нові завдання для залізничного транспорту з експорту/імпорту продуктів і організації пасажирських перевезень, з іншого — актуалізувалося питання
термінового приведення законодавчої бази у відповідність до європейських вимог. Мета. Основною метою статті є системний аналіз мікро— і макропроблем пасажирського залізничного транспорту в Україні в контексті сучасних глобалізаційних
трансформацій. Методика. У роботі використано методи індукції та дедукції, що супроводжуються прийомами абстрагування і конкретизації (метод сходження від абстрактного до конкретного), метод єдності історичного і логічного, діалектичний метод, який дає змогу виявити суперечливу динаміку розвитку сервісних послуг у залізничному пасажирському транспорті у їх якісній специфіці. Результати. Пасажирський транспорт в умовах України сьогодні має великий вплив в контексті
як макроекономіки, так і життів тисяч індивідів-мешканців України, і технологічне "перезавантаження" українського залізничного транспорту, безумовно, є пріоритетною вимогою Четвертої промислової революції. У статті обгрунтовано, що основною метою у сфері пасажирських перевезень має бути: скорочення часу перебування в дорозі, високий рівень сервісу
(від моменту придбання квитка до виходу на платформу прибуття), комфорт поїздки (а це залежить від стану колійної інфраструктури та рухомого складу), а також максимальна зацікавленість держави у розвитку цього виду перевезень. У процесі
технічного перезавантаження українських залізниць після припинення воєнних дій дослідження та інновації мають бути
зосереджені на таких ключових галузях: цифровізація та економічна ефективність, автоматизація залізничної системи та
штучний інтелект, стійкі та екологічно чисті рішення, інтелектуальне управління життєвим циклом і підвищення експлуатаційної придатності залізниць, інтеграція залізниць у систему DOOR-TO-DOOR (підвищення доступності послуг залізничного транспорту для клієнтів), безпека і комфорт (підвищення безпеки клієнтів і комфортності подорожей).
ENG: Today, the transformation of globalization and the military aggression of the Russian Federation, the "closure of the sky" for air transport, the blocking of ports, etc. have significantly changed the rail transportation industry in Ukraine. On the one hand, new challenges have arisen new tasks for rail transport in terms of exporting/importing products and organizing passenger transportation, and on the other hand, the issue of bringing the legislative framework in line with European requirements has become more urgent. Objective. The main purpose of the article is a systematic analysis of micro— and macro-problems of passenger rail transport in Ukraine in the context of modern globalization transformations. Methods. The paper uses the methods of induction and deduction, accompanied by the methods of abstraction and concretization (the method of ascent from the abstract to the concrete), the method of unity of the historical and logical, the dialectical method, all mentioned above allow to identify the contradictory dynamics of the development of services in railway passenger transport in their qualitative specificity. Results. Passenger transport in Ukraine today has a great impact both in the context of macroeconomics and in the context of the lives of thousands of individuals living in Ukraine, and the technological "reboot" of Ukrainian railway transport is certainly a priority requirement of the Fourth Industrial Revolution. The article proves that the main goal in the field of passenger transportation should be: reduction of travel time, high level of service (from the moment of ticket purchase to the arrival platform), comfort of the trip (which depends on the condition of the track infrastructure and rolling stock), as well as the maximum interest of the state in the development of this type of transportation. In the process of technical reboot of the Ukrainian railways after the cessation of hostilities, research and innovation should focus on the following key areas: digitalization and economic efficiency, automation of the railway system and artificial intelligence, sustainable and environmentally friendly solutions, intelligent life cycle management and increasing the operational suitability of railways, integration of railways into the DOOR-TO-DOOR system (increasing the availability of railway transport services for customers), safety and comfort (increasing the safety of customers and their comfort.
