Abstract
UKR: Мета. Метою статті є розробка у перспективі цілісної системи прийняття інвестиційних рішень для задач розподілу обмежених ресурсів, яка за рахунок ефективного використання технологій експертного оцінювання проблемних ситуацій дозволить забезпечити адекватну оцінку об'єктів експертизи, обирати альтернативні варіанти рішень, а серед них визначати найприйнятніший і, за можливістю, ефективний варіант. Методика. У роботі задіяні методи теорії прийняття рішень і системного аналізу, що були використані при розробці структури системи експертного оцінювання управлінських рішень, методи визначення узгодженості кількісних оцінок на основі поняття компактності (близькості) теорії угруповань і розпізнавання образів, методи агрегування оцінок експертів і ранжирування альтернатив для пошуку ефективного управлінського рішення. Результати. Запропонована методика розробки діалогової системи експертного оцінювання управлінських рішень для задач розподілу обмежених ресурсів. Наукова новизна. Запропонована у роботі діалогова система експертного оцінювання на відміну від існуючої дозволить: вирішити проблему формування групи експертів, здатних адекватно і точно генерувати результативну інформацію для вирішення поставленої задачі управління; здійснювати експертну оцінку критеріїв добору варіантів рішень і значень їх вагових коефіцієнтів для подальшого агрегування оцінок за всіма експертами; удосконалити інформаційну систему пошуку варіантів розв’язання задачі ефективного розподілу обмежених ресурсів. Практична значимість. Розроблена система після впровадження дозволить: знизити витрати, пов’язані із прийняттям управлінських рішень відносно розподілу обмежених ресурсів суб’єктів господарювання за напрямками їх використання; удосконалити і здешевіти функціональну координацію між підприємством, консалтинговою фірмою і експертами для подальшого використання методів експертного оцінювання управлінських рішень.
ENG: Goal. The purpose of the article is to develop in perspective a holistic system of investment decision-making for the problems of allocation of limited resources, which due to the effective use of technologies of expert assessment of problem situations will allow to provide an adequate assessment of the objects of expertise, to choose alternative options for solutions, and among them to determine the most acceptable and, if possible , an effective option. Method. The work involves the methods of decision-making theory and system analysis, which were used in the development of the structure of the system of expert evaluation of management decisions, methods of determining the consistency of quantitative evaluations based on the concept of compactness (closeness) of the theory of groups and pattern recognition, methods of aggregating expert evaluations and ranking alternatives for search effective management decision. The results. The method of developing a dialogue system of expert evaluation of management decisions for the problems of distribution of limited resources is proposed. Scientific novelty. The dialogue system of expert evaluation proposed in the work, in contrast to the existing one, will allow: to solve the problem of forming a group of experts capable of adequately and accurately generating effective information to solve the management task; carry out an expert evaluation of the selection criteria for decision options and the values of their weighting factors for further aggregation of evaluations by all experts; to improve the information system for finding options for solving the problem of efficient distribution of limited resources. Practical significance. The developed system, after implementation, will allow: to reduce the costs associated with making management decisions regarding the distribution of limited resources of economic entities according to the directions of their use; to improve and reduce the cost of functional coordination between the enterprise, consulting firm and experts for the further use of methods of expert evaluation of management decisions.
