Item Proposals for Improving the Process of Forming Programs of Reforming the Railway Transport Industry(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпро, 2018) Okorokov, Andriy M.; Bulakh, Marina O.ENG: Purpose. The purpose of the work is to develop proposals for improving the process of forming measures and programs for reforming the railway transport industry of Ukraine in the process of European integration based on research, comparison and generalization of information. Methodology. A study of the content and the main provi-sions of legal acts declaring the conditions for the reform of the railway transport was carried out using analysis and synthesis methods. Methods of the system approach, comparison and generalization of the obtained data allowed developing proposals for improving the process of the formation of activities and programs. Findings. The need for reforming Ukraine's railway transport has been under consideration since 2006, but for a long time reform was lim-ited only to the development of reforming plans and programs. Not being implemented within the framework of one program, the measures were reflected in the next or parallel one, with the corresponding change in the terms. The carried out analysis of their implementation does not allow talking about inactivity or denying the existence of posi-tive changes, however, given the duration of the period 2006-2017, they occur very slowly. This situation requires new approaches to the development of programs and activities, as well as assessing their implementation, one of which is proposed in the work. Originality. The work justifies the need to evaluate the implementation of measures and programs for reforming the railway transport industry by two criteria: legal and practical. The developed basic principles for the formation of programs for reforming and developing the railway transport industry provide an opportunity to receive timely and reliable information on the status of their implementation. Practical value. We obtained the possibilities of constant monitoring of the state of financial support for reforms and directions of use of funds, which will prevent their misuse and significantly accelerate the implementation of certain activities, and then increase their effectiveness.Item Research into a Possibility to Prolong the Time of Operation of Universal Semiwagon Bodies that Have Exhausted Their Standard Resource(НВП ПП «Технологічний Центр», Харьків, 2018) Okorokov, Andriy M.; Fomin, Oleksij V.; Lovska, Alyona O.; Vernigora, Roman V.; Zhuravel, Irenа L.; Fomin, Volodimir V.ENG: The intensification of utilization of railroad cars predetermines the wear of their bodies as the most loaded element of design and necessitates the introduction of new cars. To reduce the cost of manufacturing new car designs, it is proposed to prolong the operation of universal open top wagon bodies beyond standard 1.5 operation terms. When carrying out calculations for strength under conditions of wagon building enterprises, the normative magnitudes of loading are applied, which do not take into consideration possible wear in the elements of bearing structures of open top wagon bodies under operation. This can lead to a significant error when determining a possibility to extend a period of operation of open top wagon bodies that have exhausted their standard resource. Therefore, when substantiating a possible prolongation of the operation period of cars it is important to take into consideration, at the stage of strength estimations, the refined magnitudes of dynamic loads acting on them in operation. To investigate dynamic loading acting on a open top wagon body during an impact at shunting, which is the case of the greatest loading to its structure, we employed mathematical modeling. The results of present research allowed us to conclude that the acceleration that acts on the bearing structure of a open top wagon with the wear characteristic of 1.5 terms of operation during an impact at shunting is about 4g. In addition, research into dynamic loading of the bearing structure of a open top wagon body during an impact at shunting was performed using computer simulation based on the software CosmosWorks. The research results showed that the maximum accelerations of a open top wagon body make up approximately 5g. To verify the adequacy of the developed models, we used the Fisher criterion. Results of the calculations have shown that the hypothesis of adequacy is not contradicted. The research results obtained were taken into consideration when determining strength indicators of a open top wagon body with the wear characteristic of 1.5 terms of operation. To this end, we constructed a spatial computer model of the body of a base open top wagon, model 12-757, whose bearing elements are of the thickness corresponding to the minimally defined one. The calculation employed a method of finite elements. Based on the performed calculations it was determined that the maximum equivalent stresses do not exceed the permissible ones and make up about 345 MPa, which makes it possible to draw a conclusion about the possibility of further utilization of a railroad car. The study conducted would help determine the feasibility of prolongation of service operation of open top wagons that have exhausted their standard resource.Item Risk System and Railway Safety(IOP Publishing, 2021) Bulakh, Marina O.; Okorokov, Andriy M.; Baranovskyi, Denis M.ENG: Abstract. When organizing transport processes on the railway, the most important component is the safety of railway traffic. Each country has a separate approach for assessing the safety of railway traffic on domestic railways. However, railway safety and other modes of transport is associated with technical or managerial risks. Assessment of the safety condition of traffic on Ukrainian railways is carried out by absolute and specific indicators resulting from statistical data. So far as the existing methodology for assessing the level of railway traffic safety does not provide a real and adequate picture, the problem of developing a risk system is relevant. The paper presents a risk system for assessing the level of actual and predicted safety of railway traffic. The risk system includes general, local, technological and technical risks. Each risk has a quantitative characteristic and can be applied to assess the safety of the railway traffic. The developed risk system is implemented as an application program and implemented at the railway enterprises of Ukraine. The presented system of risks and their posterior and priori values allow us to characterize the real state of railway traffic safety for the study period. Based on the obtained values of posteriori and priori risks, it is possible to characterize the actual and predicted safety of the railway traffic.Item Strategic Management of Transport Cargo Complex(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Okorokov, Andriy M.ENG: Purpose. Making the qualitative administrative decisions defining strategy and tactics of transport cargo complexes development, and also its subsystems, is possible only in the presence of flexible optimization model. This model has to consider multiparametricity and multicriteriality of the given task, uncertainty and vagueness of input information, and also to provide process automation of searching the best parameters of the given production facility. The purpose of the research is to develop procedures for the strategic management of complex with view of the most important factors and their stochastic nature, which will execute the improvement of technical equipment of TCC. Methodology. The problem of strategic management is based on solving the complex of issues of the optimal number of shunting locomotives, optimal processing capability of handling the front and rational capacity of warehouses. The problem is solved on the basis of the proposed optimality criterion – the specific set of profit per unit of capital assets of freight industry. The listed problems are solved using simulation modeling of the freight industry. Findings. The use of developed procedure allows one to improve the technical equipment of the freight stations and complexes. Originality. For the first time it was developed the procedure of strategic management of development. This procedure allows taking into account the probabilistic nature of demand for services of transport freight complexes and technological processes of client services on the complex stations. The proposed procedure can be applied during when planning the investments in the creation of transport freight complexes. Practical value. Use as a basic tool of simulation models of complex cargo operation allows estimating the effectiveness of the capital investments, the level of operating costs, as well as the quality of meeting the demands of potential customers in transportations at the stage of transport cargo complex.
