Удосконалення бюджетного процесу місцевих фінансів

Abstract

UK: У дисертації досліджується проблема удосконалення бюджетного процесу місцевих фінансів. У сучасних умовах одним з першочергових завдань реформування системи публічних фінансів та адміністративно-територіального устрою України визначено формування ефективних механізмів бюджетного забезпечення функціонування територіальних громад з метою їх повноцінного залучення до процесів соціально-економічного зростання держави. Це передбачає зміну у поглядах на економічний розвиток територій, характер фінансових взаємозв’язків адміністративно-територіальних одиниць, громади, органів влади й управління та обумовлює необхідність нарощення фінансової бази місцевого самоврядування і, як наслідок, зростання його самодостатності та фінансової незалежності.

EN: The dissertation investigates the problem of improving the budget process of local finances. In modern conditions, one of the priority tasks of reforming the system of public finances and administrative-territorial structure of Ukraine is the formation of effective mechanisms for budget support of the functioning of territorial communities in order to fully involve them in the socio-economic growth of the state. This implies a change in views on the economic development of territories, the nature of financial relations of administrative-territorial units, communities, authorities and management, and necessitates increasing the financial base of local government and, consequently, increasing its self-sufficiency and financial independence.
