Abstract
UKR: У статті представлено дослідження особливостей визначення структури витрат та розрахункових цін за користування об’єктами колійної інфраструктури з урахуванням європейського досвіду вантажного тарифоутворення, як інструменту фінансової безпеки залізниць. Розкрито, що реформування залізничного транспорту України дозволить залучити додаткові інвестиції перш за все в процеси відтворення основних засобів, які через тривалий термін окупності та низький рівень фондовіддачі, були мало привабливими для інвестицій. Основна вимога – оцінка інвестиційної привабливості об’єктів колійної інфраструктури необхідно проводити з урахуванням адресного їх внеску в кінцевий результат виробництва транспортної продукції для розвитку макроекономічних процесів національної економіки. У нових умовах функціонування підприємств колійної інфраструктури до загального переліку вимог додана ще одна - встановлення недискримінаційної плати за доступ до об'єктів інфраструктури. Наголошується, що важливою проблемою обґрунтування рівня витрат підприємств колійної інфраструктури є вдосконалення звітної інформації. В результаті виконаного дослідження знайдено перелік пріоритетних факторів, що визначають рівень витрат підприємств колійної інфраструктури залізниць, виходячи з інтенсивності їх завантаження за напрямками, видами перевезень та технічною озброєністю (динаміка і обсяг перевезень, структура основних виробничих фондів підприємств колійного господарства, їх капіталоємкість та рівень придатності, обсяг експлуатаційної роботи на дільниці залізниці, особливості рухомого складу, що обертається, прийнятий тип організаційної структури підприємств колійної інфраструктури, наявність резервів пропускної здатності, структура витрат по видах перевезень та по елементах).
ENG: The article presents a study of the features of determining the structure of costs and estimated prices for the use of track infrastructure facilities, taking into account the European experience of freight tariffs as a tool for financial security of railways. It is revealed that the reform of Ukraine's railway transport will allow attracting additional investment, primarily in the process of reproduction of fixed assets, which due to the long payback period and low level of return on investment, were not very attractive for investment. The main requirement is to assess the investment attractiveness of track infrastructure facilities should be carried out taking into account their targeted contribution to the final result of transport production for the development of macroeconomic processes of the national economy. In the new conditions of operation of track infrastructure enterprises, another one has been added to the general list of requirements - the establishment of a non-discriminatory fee for access to infrastructure facilities. It is with a one-element structure, most of the marginal expenditures are determined on the basis of statistical data, which greatly simplifies the method of determining their level. However, a significant disadvantage of the one-element structure is the low level of justification of part of the conditional fixed costs. It is emphasized that an important problem of substantiating the level of costs of track infrastructure enterprises is the improvement of reporting information. As a result of the study, a list of priority factors determining the level of costs of railway infrastructure enterprises, based on the intensity of their loading by directions, types of transportation and technical equipment (dynamics and volume of traffic, structure of fixed assets of railway enterprises, their capital intensity and suitability), volume of operational work on the railway section, features of rotating rolling stock, accepted type of organizational structure of track infrastructure enterprises, availability of capacity reserves, cost structure by types of transportations and by elements).
