Визначення доцільності залучення інвестицій на концесійній основі на залізничному транспорті в Україні

Abstract

UK: У статті визначено переваги та недоліки застосування концесії на залізничному транспорті в Україні. Серед переваг застосування концесії на залізничному транспорті автори виділяють: залучення приватного капіталу без втрати стратегічного контролю над життєво важливими публічними системами та об'єктами; залучення позабюджетних коштів для будівництва, реконструкції та експлуатації дорогих інфраструктурних об'єктів, а також прискорений розвиток групи об'єктів інфраструктури за відсутності достатнього обсягу бюджетних коштів; розподіл ризиків з розвитку окремих об'єктів публічної інфраструктури з приватним партнером. До недоліків можна віднести: відсутність досвіду і професійних навичок у органів влади щодо укладення концесійних договорів і управління концесіями, недосконалість вітчизняного правового поля слабкий контроль регулюючих органів. Проведено оглядовий аналіз запровадження концесії на залізницях у різних країнах світу. Визначено, що ефективність інвестиційних проєктів залізничного транспорту, які реалізуються на засадах ДПП залежить від якості управління. Виявлено, що перспективним напрямом залучення інвестицій у залізничну галузь є концесія вокзалів, що дозволить підвищити рівень сервісу пасажирів згідно із Європейськими стандартами.

EN: At present the railway transport activity is declined, because there are not enough investments for its activity. But the oligarchs and sponsors of our country accumulated lot of money that can be invested in the development of passenger transportations. They do not wish to invest in old technologies that do not allow them to profit, but they will be pleased to invest in new activities — high-speed traffic, tourist traffic and other activities. The article considers the problems of introducing concessions in the railway transport of Ukraine. The authors identifies the advantages and disadvantages of using a concession in railway transport in Ukraine. Among the advantages of using a concession in railway transport, the authors highlight: attracting private capital without losing strategic control over vital public systems and facilities; attraction of extra-budgetary funds for the construction, reconstruction and operation of expensive infrastructure facilities, as well as the accelerated development of a group of infrastructure facilities in the absence of sufficient budgetary funds; distribution of risks for the development of individual public infrastructure facilities with a private partner. The disadvantages include: lack of experience and professional skills on the part of the authorities in concluding concession agreements and managing concessions, imperfection of the domestic legal framework, weak control of regulatory bodies. The authors made an overview analysis of the implementation of the concession on railways in different countries of the world. It has been determined that the effectiveness of investment projects of railway transport, implemented on the basis of public-private partnership, depends on the quality of management. It is noted that in Ukraine there is no experience in organizing concessions in rail transport, therefore, when developing the first concession project, for example, of a station, a number of specific issues will have to be resolved. It was revealed that a promising direction for attracting investments in the railway industry is the concession of railway stations, which will improve the level of passenger service according to European standards.
