Інфраструктурна підтримка як чинник стимулювання розвитку малого та середнього підприємництва в Україні

Abstract

UK: Стаття присвячена дослідженню інфраструктурної підтримки малого та середнього підприємництва в Україні. Метою статті є визначення сучасного стану інфраструктурної підтримки розвитку МСП та визначення пріоритетних напрямків щодо його покращення. Формування інфраструктурної підтримки малого підприємництва є принципово важливим фактором для розвитку підприємницької діяльності в Україні, ефективна діяльність якої сприятиме підвищенню інвестиційної привабливості регіонів, залученню українських та іноземних інвестицій, застосуванню передових технологій тощо. При здійсненні дослідження було визначено та обґрунтовано необхідність прийняття нормативно-правових актів, що регулюватимуть створення та функціонування елементів інфраструктури підтримки підприємництва, а також збільшення обсягів фінансування заходів щодо розвитку мережі інфраструктури підтримки підприємництва.

RU: Статья посвящена исследованию инфраструктурной поддержки малого и среднего предпринимательства в Украине. Целью статьи является определение современного состояния инфраструктурной поддержки развития МСП и определения приоритетных направлений по его улучшению. Формирование инфраструктурной поддержки малого предпринимательства является принципиально важным фактором для развития предпринимательской деятельности в Украине, эффективная деятельность которой будет способствовать повышению инвестиционной привлекательности регионов, привлечению украинских и иностранных инвестиций, применению передовых технологий. При осуществлении исследования была определена и обоснована необходимость принятия нормативно-правовых актов, регулирующих создание и функционирование элементов инфраструктуры поддержки предпринимательства, а также увеличение объемов финансирования мероприятий по развитию сети инфраструктуры поддержки предпринимательства.

EN: The article is devoted to the research of infrastructural support for small and medium-sized enterprises in Ukraine. The purpose of the article is to determine the current state of infrastructural support for SME development and to identify the priority areas for its improvement. The support infrastructure for small and medium-sized enterprises is enterprises, institutions and organizations irrespective of the form ofьownership, which carry out activities aimed at the development of small and medium-sized enterprises, their investment attractiveness and innovative activity, promotion of goods produced by them and the results of intellectual activity on the internal and foreign markets. Formation of infrastructural support for small business is fundamentally important factor for the development of business activity in Ukraine, which effective activity will help to increase the investment attractiveness of regions, attract Ukrainian and foreign investments, use of advanced technologies and more. The objects of infrastructure support for small and medium-sized enterprises include: business centers, business incubators, scientific and technological centers, technology transfer centers, small business support funds, leasing companies, consulting centers, other enterprises, institutions and organizations whose main tasks are is to promote the development of small and medium-sized businesses. The article outlines the main functions that are entrusted to the infrastructure support facilities of small and medium enterprises. The study found that the network of small and medium-sized businesses supportingьinfrastructure in Ukraine is gradually growing, but the problems of implementing this support are increasing.ьTherefore, the tasks of forming a full-fledged business development infrastructure, especially at the regional level, are becoming increasingly relevant today, due to the lack of coordination and funding by the state. The study identified and substantiated the need to adopt regulations that will adjust the creation and operation of elements of the support infrastructure for entrepreneurship, as well as increasing the amount of funding for activities to develop a network of support infrastructure for entrepreneurship.
