Abstract
UK: У статті досліджено формування прикладних положень щодо удосконалення логістичного механізму АТ
"Укрзалізниця" в умовах реформування залізничної галузі. Авторами розкрито низку інфраструктурних
недоліків, які повинні бути вирішені з метою підвищення ефективності транспортної логістики залізничної галузі України і забезпечення високого стандарту логістичних послуг в майбутньому. Запропоновано коротко -, середньо- та довгострокові пріоритетні напрями розвитку транспортної логістики
АТ "Укрзалізниця". Зазначено, що вирішення проблем логістичної діяльності підприємств залізничного
транспорту буде сприяти як збільшенню вантажних залізничних перевезень, так і розвитку транспортної галузі загалом. У статті висвітлено низку напрямів розвитку логістичної діяльності АТ
"Укрзалізниця", а саме: запровадження сучасної ефективної процесноорієнтованої системи
управління, інтермодальні перевезення, контейнеризація вантажопотоків, створення ХАБів,
підвищення якості логістичного обслуговування клієнтів залізничного транспорту, встановлення
конкурентоспроможних та прозорих тарифів.
EN: The article investigates the formation of applied provisions for improving the logistic mechanism of JSC "Ukrzaliznytsia" in the conditions of reforming the railway industry. The authors reveal a number of infrastructure deficiencies that must be addressed in order to improve the efficiency of transport logistics of the Ukrainian rail industry and to ensure a high standard of logistics services in the future. Short -, medium — and long — term priority directions of development of transport logistics of JSC "Ukrzaliznytsia" are offered. It is stated that the solution of problems of logistic activity of the enterprises of railway transport will contribute both to increase of freight rail transportation, and to development of the transport industry as a whole. The article covers a number of directions of development of logistic activity of JSC "Ukrzaliznytsya", namely: introduction of modern efficient processoriented management system, intermodal transportations, containerization of cargo flows, creation of HUBs, improvement of quality of logistics services for customers of railway passports. It is stated that necessity of logistics of the enterprises of railway transport of Ukraine requires creation of an effective logistic mechanism, under which it is offered to understand a set of organizational, resource, scientifictheoretical, methodical, legal and other constituent elements, forms and methods of interaction, as well as tools for implementation of administrative decisions, process of continuous fulfillment of the functions of the logistics system of JSC "Ukrzaliznytsya". As a result, it is noted that the improvement of the logistics mechanism increases the degree of adaptation of railway transport enterprises to the external environment, extends their opportunities to enter new markets of activity, creates conditions for economic and financial stability. The use of logistical innovations in the management system will enable JSC "Ukrzaliznytsia" to increase the efficiency of its activity and ensure its competitive advantages in a dynamic market environment. Multimodal transports, which combine the advantages of each regime and can be a particularly effective and efficient approach for the implementation of directions for the development of infrastructure of Ukraine, are investigated. The relationship between inland waterway network and road and rail transport of Ukraine is characterized.
