Підвищення доходів за рахунок впровадження туристичних перевезень

Abstract

UK: У статті автором задля отримання додаткового постійного доходу Укрзалізницею запропоновано впровадження туристичних залізничних перевезень. Підкреслено, що організація туристичних перевезень цілком можлива, але за умови використання сучасного рухомого складу, що відповідає вимогам потенційних туристів-пасажирів, а також за наявності широкого спектру послуг поруч із безпекою перевезень, прийнятною швидкістю та вартістю квитка. Запропоновано організувати спеціальні туристичні поїзди різного класу із наданням широкого спектру послуг, який розрізнятиметься в залежності від тривалості та класності поїзда. Визначено, що при вдалому поєднанні потреб та очікувань стейкхолдерів залізниць, приміські залізничні транспортні системи можуть приносити величезні суспільні вигоди, включаючи істотну економію коштів для громадян, зменшення кількості заторів на автомобільних дорогах, зниження забруднення навколишнього середовища, зниження аварійності тощо. Розумний діалог менеджерів транспортної, туристичної інфраструктури та представників органів місцевої влади сприятиме взаємовигідній організації перевезень громадян на невеликі відстані. Задля розвитку залізничного туризму як додаткового джерела доходів, автор наполягає, що Укрзалізниці потрібно ініціювати зміни на законодавчому рівні у напрямі залучення інвестицій вітчизняних та іноземних бізнесменів, у тому числі, на умовах концесії. Наголошено на ефективності організації державно-приватного партнерства як дієвому засобу залучення коштів вітчизняних та іноземних інвесторів.

EN: In the article, the author proposes the introduction of tourist rail transportation to obtain additional permanent income for Ukrzaliznytsia. It was emphasized that the organization of tourist transportation is quite possible, but subject to the use of modern rolling stock that meets the requirements of potential tourists-passengers, as well as in the presence of a wide range of services next to the safety of transportation, acceptable speed and ticket cost. It was emphasized that tourism is a means of expanding a person's living space, a means of positively influencing his well-being, psychological and physical condition, an effective tool for increasing the vitality of a person, and therefore increasing the positive attitude and standard of living of the country as a whole. The author proposes to organize special tourist trains of various classes with a wide range of services, which will differ depending on the duration and class of the train. The author says that when the needs and expectations of railway stakeholders are successfully combined, commuter rail transport systems can bring enormous social benefits, including significant cost savings for citizens, reduced traffic congestion, reduced environmental pollution, reduced accidents, and the like. Travel services that will be provided by rail must be of high quality, with a wide range of offers, and must satisfy the most demanding passengers. At the same time, you need to remember about the conveniences necessary for a modern person during travel, namely: safety during travel, the most comfortable carriages with comfortable beds, fast Internet, the possibility of receiving additional food (preferably hot), the presence of air conditioners, dry closets, special equipment for people with disabilities, etc., as well as receiving an additional range of services at train stations and stations. Smart dialogue between transport and tourism infrastructure managers and representatives of local authorities will contribute to the mutually beneficial organization of transportation of citizens over short distances. For the development of railway tourism as an additional source of income, the author insists that Ukrzaliznytsia needs to initiate changes at the legislative level in the direction of attracting investments from domestic and foreign businessmen, including on a concession basis. The effectiveness of the organization of public-private partnership as an effective means of attracting funds from domestic and foreign investors is noted.
