Abstract
UK: У дисертації сформовано теоретико-методологічні підходи та
обґрунтовано концептуальну схему забезпечення ефективності управління освітньої організації на основі системно-кібернетичної моделі та багатовимірному оцінюванн і якості її діяльністю у напрямку досягнення комплексних цілей у сфері вищої освіти. Наведено аналіз стану управління діяльністю освітньої організації в ринкових умовах господарювання, відповідно до якого виявлено системні проблеми, для усунення яких визначено тенденції розвитку освітніх організацій країни в умовах глобалізації та інтернаціоналізації, зокрема у сфері якості, за рахунок розвитку методичного інструментарію кількісної оцінки факторів SWOT-аналізу. Запропоновано визначати якість вищої освіти та якість
діяльності освітньої організації з позиції економіки та управління як
відповідність результатів вищої освіти вимогам замовників та інших
зацікавлених сторін. Удосконалено методичний підхід до формування та реалізації системи управління якістю освітньої організації та розвинено теоретичні положення вимірювання та оцінювання результативності процесів в системі управління якістю.
Удосконалено науково-методичні підходи до моніторингу зовнішніх та
внутрішніх факторів впливу на якість діяльності освітньої організації,
узагальнено систему типологізації рейтингових моделей оцінювання якості діяльності освітньої організації. Розроблено науково-методичний підхід до формування системно-кібернетичної моделі управління діяльністю освітньої організації, яка базується на багатовимірному кількісному методі Парето. Розроблено концептуальні положення імплементації системно-кібернетичної моделі управління діяльністю освітньої організації на основі функції корисності підвищення рівня якості, з урахуванням розвитку методичного підходу до оцінювання якості діяльності науково-педагогічних працівників освітньої організації.
RU: В диссертации сформированы теоретико-методологические подходы и обоснованно концептуальную схему обеспечения эффективности управления образовательной организации на основе системно-кибернетической модели и многомерной оценки качества ее деятельности по направлению к достижению комплексных целей в сфере высшего образования. Дан анализ состояния управления деятельностью образовательной организации в рыночных условиях хозяйствования и выявлено системные проблемы, для устранения которых определены тенденции развития образовательных организаций страны в условиях глобализации и интернационализации, в частности в области качества, за счет развития методического инструментария количественной оценки факторов SWOT- анализа. Предложено определять качество высшего образования и качество деятельности образовательной организации с позиции экономики и управления как соответствие результатов высшего образования требованиям потребителей и других заинтересованных сторон. Усовершенствован методический подход к формированию и реализации системы управления качеством образовательной организации и развиты теоретические положения измерения и оценки результативности процессов в системе управления качеством. Усовершенствованы научно-методические подходы к мониторингу внешних и внутренних факторов влияния на качество деятельности образовательной организации, обобщена система типологизации рейтинговых моделей оценки качества деятельности образовательной организации. Разработан научно-методический подход к формированию системно-кибернетической модели управления деятельностью образовательной организации, которая базируется на многомерном количественном методе Парето. Разработаны концептуальные положения имплементации системно- кибернетической модели управления деятельностью образовательной организации на основе функции полезности повышения уровня качества с учетом развития методического подхода к оценке качества деятельности научно-педагогических работников образовательной организации.
EN: The theoretical and methodological approaches to management of the educational organization based on the concept of TQM and the concept of social and ethic marketing were formed in the thesis. Their implementation involves a number of the principles and functions providing achievement of goals in operations management of the educational organization and fully reflects specifics of management in the sphere of the higher education. The conceptual scheme for operations management ensuring of the educational organization was proved on the basis of the system and cybernetic model as well as a multidimensional assessment of quality in order to achieve the complex purposes in the sphere of the higher education. The analysis of a condition of operations management of the domestic educational organizations in market conditions of managing was carried out. According to it system problems were revealed in order to eliminate tendencies of the educational organizations development in the country and in the conditions of globalization and internationalization. As well as in the field of quality they were defined due to development of methodical tools for quantitative assessment of SWOT-analysis factors. It is offered to define quality of the higher education and quality of the educational organization activity from the economy and management perspectives as a compliance of results of the higher education for requirements of consumers and other interested parties. The methodical approach to formation and realization of quality management system of the educational organization based on requirements of the national DSTU ISO 9001:2015 standard "Quality management systems. Requirements" was improved. As well as it was based on the productive approach to identification of processes of the quality management system, the life cycle of educational service of "Quality loop", the standardized list of business processes of IBC and modeling (virtualization) of processes of the system using the unified UML language. The theoretical foundations of measurement and assessment of effectiveness of processes in the quality management system were developed and based on the definition of deviations according to the results of assessment from standards (quality standards), due to the developed system of criteria and indicators. Scientific and methodical approaches to monitoring of external and internal factors of influence on quality of the educational organization were improved and divided into factors according to functional features: organizational and economic, social and economic, human, administrative and managerial, technological, political and legal (at the external level) and social and psychological (at the internal level). It will determine the importance of the influence of factors based on a method of aprioristic ranging and improvement of management quality of the educational organization in the conditions of the changing market environment. The classification system of rating models for quality assessment of the educational organization was improved according to proved elements and criteria and it forms a multilevel structure which is characterized by indistinct sets of results in the educational organization. The scientific and methodical approach to formation of system and cybernetic model of operations management of the educational organization was developed and based on the multidimensional quantitative method of Pareto. A basis of Pareto method is the developed system of the quantitative qualimetrical indices. These indices were based on own characteristics of quality of the educational organization. This system was presented by groups of the criteria (productivity, usefulness, openness, internationalization and mobility) providing multidimensionality of assessment of the results of the educational organization and their compliance to requirements of all interested parties. Conceptual foundations of the system and cybernetic model implementation of operations management in the educational organization were developed on the basis of the function of usefulness in order to increase the level of quality. Their introduction will provide timeliness of adoption of productive administrative solutions of meeting requirements in a social product for consumers and other interested parties which are based on maximizing usefulness of integrated function. The methodical approach to assessment of quality of scientific and pedagogical employees in the educational organization was developed and based on methods of direct, indirect and negative stimulation. Due to rating points of assessment of the useful effects of workers in order to create a social product, types of activities were grouped into: competence-based, internationalization, printing, innovative and image activities.
